The Senior Director, Human Resources, is a strategic HR leader responsible for driving people strategies and organizational effectiveness at Empower's Manila site. This role partners closely with local leadership, the Regional HR Head, and enterprise-wide Centers of Excellence (CoEs) to implement globally aligned, locally relevant HR initiatives, programs and practices. Key focus areas include culture building, employee relations, engagement and retention, talent and performance management, and brand presence in the region executed through enterprise-designed programs and frameworks and implemented with appropriate regional context. The role also serves as a representative for Empower in government and external forums as needed.
This position reports to the Regional HR Head and requires close collaboration with enterprise HRBPs, global HR teams, and CoEs to ensure consistent execution of Empower’s HR strategies.
What you will do
Strategic Leadership & HR Execution
Lead and oversee local HR teams within matrixed reporting relationships in Manila to implement globally aligned human capital strategies that support business priorities.
Act as a cultural ambassador, embedding and modeling Empower's values to foster a high-performance, inclusive workplace.
Partner with local and global HR stakeholders, including CoEs, to assess HR implications of business strategies and design effective people plans.
Serve as a trusted advisor to senior leaders by coaching, advising on leadership effectiveness, and proactively addressing engagement and morale issues.
Talent, Workforce & Organizational Planning
Support workforce planning efforts in partnership with Finance, local and regional leadership, Talent Management and global HRBPs.
Lead annual talent review, performance calibration, and compensation planning processes in Manila, ensuring alignment with business. Provide guidance and coaching to leaders in line with Empower’s leadership competencies.
In partnership with global HRBPs, support organization design and team effectiveness initiatives to support long-term business goals.
Employee Engagement & Relations
Provide guidance to local employee relations professional(s) and leaders to ensure employee relations matters are handled in compliance with local laws and aligned with enterprise philosophy.
Partner with COE leadership for policy development, ensuring local relevance.
Champion and extend support on efforts pertaining to employee engagement which may include initiatives that relates to associate engagement tool, DEIB, Business Resource Groups, Corporate Social Responsibility or other such programs as identified.
Maintain a culture of integrity, trust, and accountability throughout the associate lifecycle.
Compliance & Risk Mitigation
Ensure compliance with Philippine employment laws and regulatory requirements, in collaboration with Legal and global compliance functions.
Represent Empower at government forums and local regulatory bodies, including representation at DOLE for successful closure on employment matters.
Partner with industry, external compliance and statutory experts to continuously monitor market practices and legal updates to ensure regulatory compliance and mitigate risk. Engage key stakeholders to ensure awareness of relevant changes.
Conduct suitable regional audits per local government requirements.
Total Rewards & Benefits Alignment
Collaborate with the Total Rewards CoE and external partners to design and administer competitive, compliant local benefits programs aligned with Empower’s total rewards philosophy.
Provide oversight on communication, education, and governance of benefits and wellness programs.
Support and guide leave of absence, paid time off, and wellness initiatives, ensuring adherence to statutory and enterprise guidelines.
Budget & Operational Management
Manage local HR budget and provide headcount planning support for assigned business groups.
Lead and support special HR projects and initiatives as needed.
What you will bring
Bachelor’s degree in Human Resources or related field (or equivalent work experience)
15+ years of broad-based HR leadership experience, with expertise in employee lifecycle, employee relations, and strategic HR planning
Deep knowledge of Philippine employment laws, HR trends, and HR systems
Proven experience working in and successfully navigating a complex, globally matrixed environment and operating with a collaborative approach
Strong influencing, coaching, and consultative communication skills
Strategic thinker with strong problem-solving ability and operational execution
